A small city in Tokyo, Japan. 

There's limited crime and little to no criminals or prisons due to such low crime rates. But when crime did happen a detective named Shoto Todoroki was always on the case, and so was his partner Izuku Midoriya who was helpful. 

There was a large serial killer on the loose though, Katsuki Bakugou who mostly stuck to taunting crime leaving notes for his investigators while he watched, acting like a normal person with a good disguise. 

After a long day of work though, Shoto went to a cafe, it was so peaceful but he was alone and a straight-haired blonde came to sit with him. 

"This seat taken?"

"No, go ahead." 

"I'm Kat, it's... Really nice to meet you. I'm a big fan of your work."

"Ah, well thank you... Kat? I'm flattered, would you like to go and grab a drink by chance? I really need a get away and well you're as lonely as I am."

"That sounds nice, but let me pay... I can get us a nice room."
