Hawks went undercover as a spy in LOV for the, Hero public safety commission (HPSC). He had to gain there trust, since he was the #2 hero.

Toga and twice thought it was a good idea, on the other hand Tomura and Dabi thought it was a horrible idea to have the #2 with them.

Shigaraki finally found trust in him, since they could get information about the Heros and their corrupt society.

Dabi still thought it was suspicious and never trusted him. 

Till later he found out his suspicions were correct when Hawks had killed twice. 

He later was locked in a cage to get information and beat the shit out of....All Rights Reserved
