The world has changed. The supernatural have taken oven. Humans are trusted to raise their human babies until they are 16. Then they get tested to see how they will fit into this new world.
They can either be: dom, master, daddy,sub, pet, little or a parent. If a human gets parent they will be placed in a human society which is similar to the world you know to make more human babies. All other classifications get turned into either vamps, shifters or Nekos.
Human births now tend to be single babies. It's extremely rare to carry multiple anymore and the government want to prevent it by separating them. Twins don't fit well in the new world. Having a close attachment to someone who you many never see again can turn someone rouge and this is wanted to be avoided and usually is.
However, for the likes of Elsie and Ethan's parents they didn't care. Neglect, abuse and pain were brought to them . Never justice. Nobody, including the government knew of their existence until they escaped there abusive parent and made themselves known.
A baffled government new better than to separate them and just enrolled them in a school not thinking about them damage that had already been done to them. At this school the twins are catching everyone's attention but especially four of the most dominant men waiting patently for a moment to get the government to give them the little submissives. Whether the twins are happy about the arrangement or not.
