Furious after another humiliating defeat at the hands of the Kamen Riders, the demonic organization; Shocker, began to tamper with the Worlds of all the Riders, fusing them with one another and altering their history. This allowed them to steal the Riders' powers and use them in conjunction with their latest invention, the MemorialDriver. However, the device was then stolen by a spy working amongst Shocker's ranks, they somehow managed to escape under the organization's eyes and have spent months looking for a suitable user for the driver since then. And thus, a new war against Shocker begins......
