Tamaki, denki, and Madoria are at the mall following a lead that Dabi might be in america so the heroes not wanting the L.O.V.'s influence to spread.They follow the lead in hopes of capturing dabi and bring him in with hawks being in the background watching them.though they have let the the american hero agency know.they won't clear the area because they don't want to alert dabi that they know he is in the area. That plan goes off the three of them walk around the mall hangout until dabi attacks or makes contact with them.but turns out it was a trap to capture a small portion of civilians and heroes intraining.

Hawks happens to be holding a secret from the public eye, which makes it harder for him to let loose even in the "Free for All" district. Going undercover gives him the chance to live a life that is otherwise impossible. Dabi is a league of villains member Despite him working with a team his goals and personal life stay separate. He knew what he would be getting into, but he did not suspect to befriend one of Japans top hero's. Both men need intel and decided to take advantage of their "situation". How it ends was not a formed thought before it happened, just how it started.
