In a world where oil never existed, humanity perfected their steam engines, to the point that they were able to use coal for a version of car and plane engines which used steam pressure running to the cylinders. Eventually they discovered the power of the atom, and discovered that while using them for small engines was (at the time) impossible, they could harness its sheer heating capabilities in absolutely tiny quantities compared to even the best coal, and produce way more power for longer, without the smoky skies. So after converting all of the coal power plants to nuclear, they began working on smaller and smaller nuclear steam boilers, until they finally were able to produce boilers for even the smallest car engine block giving the owners the greatest fuel longevity they could ever hope for. Unfortunately, it wasn't thirty years after this that the only discovered source of nuclear energy for them, uranium, began to (seemingly) grow scarce, leading to a planet-wide war between the nations; while about a dozen of the largest nations had joined one side or the other against each other, somehow managing an even 6v6, all of the others had gone every-nation-for-themself, attacking everyone who came near and hoarding what uranium they had stockpiled to themselves. This story takes place ten years into this war, and most of those smaller nations have fallen, leaving only five which have chosen to band together for survival as most of the other smaller have been destroyed by the Twelve; one of the Twelve have fallen on either side, reducing them to five one each side. The story follows a few people: Arnbend, a soldier fighting for one of the remaining ten large nations; Kanelia, the leader of Kenghur, the small nation which leads the others to a degree; and Jekabi, a 16 year old boy who lost his parents at the start of the war when he was six years old.

On the brink of humanity's extinction, Nikola Tesla and a mysterious order of scientists known as the Tellurians revealed a bold plan: the uninfected would abandon the Earth's surface by rising up in floating salvation cities, iron and steel metropolises that carried tens of thousands of refugees above the savage apocalypse. The remnants of mankind huddled fearfully in the clouds, waiting for the werewolves to devour each other. Twenty years later, only one salvation city remains aloft, while the beasts still rule the world below. Time has taken its toll on the miraculous machinery of the city, and soon the last of the survivors will plummet to their doom. But when Elijah Kelly, a brakeman aboard the largest of the city's Thunder Trains, is infected by the werewolf virus, he discovers a secret world of lies and horrific experiments that hide the disturbing truth about the Tellurians. When the beast in his blood surges forth, Elijah must choose between the lives of those he loves, and the city that is humanity's last hope of survival."
