Inquiry HQ, showing Justice and determination to take down criminals and put an end to their chaos.
The other one being Delinquent HQ, showing chaos and destruction in its path to stop the people who plot against them.

2 people from each HQ's in particular take a risky path, once enemies now to lovers as their bond gets stronger as time goes on.
At the same time they must keep this a secret, otherwise a terrible punishment would be given for the both of them.
