In a world where humans and werewolves struggle to coexist, it's a well known fact that some humans can carry a werewolf gene. The gene itself isn't important, however, what it means is. If a human has the gene it means they have a werewolf soulmate. Over the time that werewolves were revealed and the gene was discovered laws were put in place to make sure human mates could be delivered to their werewolves. 

Humans are tested for the gene between their 17th and 18th birthdays, 
from there the mate can chose to wait until the human's 18th birthday or have them sent immediately.
