Heeseung, in his fuzzy state of mind, is aware of three correlated things.

1) Jaeyun is high as fuck, but unlike Heeseung, he took something way stronger than weed;
2) He is currently reaching for Heeseung's sweats, fidgety fingers trying to untie the string;
3) Jongseong is going to kill him when he sees that his cat went on a rampage because Heeseung wasn't able to keep his promise to feed her.

All in all, Heeseung is a bit too out of it to care much about the third thing when Jaeyun is pulling his sweats and boxers down and unhesitantly taking Heeseung's dick in his hand.
