The world was split upon the decision impacting the lives of those against the idea, they were left to survive on a dying planet while those deemed good enough were allowed onto hovering cities. Living on the impoverished half of the city would be Lou, he goes by many names though prefers Lou out of simplicity. He's a peaceful guy just making a living picking up surface trinkets and valuables.
