Following the events in Egypt, Jotaro and (Y/N) started dating. After graduating from school and having the summer off before attending university, (Y/N) decides to visit her aunt and Jotaro in Japan again. 
As fate wanted it, on the seventh day of the seventh month, the Japanese celebrate Tanabata, also known as the Star Festival (Hoshimatsuri), witnessing the meeting of two stars representing lovers separated by their milky ways, that are only allowed to meet once a year.

But Jotaro and new comrades, Josuke Higashskita, Okuyasu Nijimura, Koichi Hirose, Rohan Kishibe, and Yukako Yamagishi, run into a foe they cannot defeat alone. At first it all seems easy, maybe some property damage here and there, but this is soon proven to be quite the difficult task. Unlike stand users in the past, they all had connections to other people like DIO, but this one fights completely alone.
