but this is just a what if Atsushi was Jouno in Disguise.

Jouno was sent to spy on the Ada. Since he's mostly available all the time. They would usually send Tachihara on these type of mission but he was way to busy spying on the Port mafia. And Tecchou can't be sent because he was the strongest hunting dog. and they cant have him risk on the mission(plus he will probably make it obvious that he's spying on them) While Teruko might be a good choice. But she's literally the vice-cap so out of the question. so that leave Jouno to spy.
