He is someone stuck in between, he does things his way wether he'll help, save or kill is entirely upto him.

After getting his dream crushed by his father AKA All Might izuku gives up on being a hero and decides he doesn't belong in this system, so he decides to work outside of the system, outside of law.

By the time he was 14 he was the world's most well known vigilante but no one knew what he looked like, he was that good.
