"Yes!" Garp exclaims, continuing his monstrous walk past Koby. "Today marks the returns of my grandson and his no-good-crew!" He growls, but it sounds far too excited for it to sound threatening.

The Straw-Hats are back from their two-year training arc, and with this news, Koby processes well (Garp, however, does not).

 
Or, Garp gives Koby his blessings to marry Luffy, and Koby is desperately trying not to freak out about this.
