One large mob in particular, in Virginia.  The leader of this gang is named Joe Copland. Jessicas father works for Mr. Copland.
  Joe is walking down the street admiring his city. His pride and joy everything that he and his father had ever worked for. When he see's a young girl and what looked to be her sister walking down the same street. When he passed the little girl was laughing and yelled hello in his direction. The elder girl smiled and looked up at him and smiled a brillant beautiful smile at him and said hello also. From then on he wanted that girl. He didn't care how old she was, or what she wanted.
