Or is the entire city due to fall because the OutCasts are really nothing but outcasts?

In Brooklyn, there weren't any superheroes or vigilantes but what happens when a villain appears to wreck havoc and take over the city? Will a group of superheroes show up or just one? What if the group of superheroes are amateur girls who just got their powers recently?
