"变废为宝"全国多地地下空间整治见成效

随着我国城市化的快速推进，城市地下空间开发日益增多，呈现出了形式多样化、科技化、深层化、分层化和综合化等发展趋势，并且具有较强的不可逆性及生态影响持续性等特性，为了更好的实现城市地下空间开发目标并保障利害关系人权益，城市地下空间规划法治化是十分必要的。目前，我国已初步建立了城市地下空间规划立法体系，确立了生态环保等法律原则，确保适度、和谐和可持续生态理念的实现，控制"城市问题"发生，促进生态城市建设和发展。这是一件利在当代功在千秋的大事。

在今年北京市卫建委的全年工作报告中，持续加强占道经营、无证无照经营、地下空间违规住人、群租房等违法违规行为综合整治，完成100个"基本无群租房小区"创建任务、80个"群租房治理重点小区"治理任务。

对此，北京住建委公布的进展情况为，市级专班制定完成"基本无群租房小区"创建及"群租房治理重点小区"治理工作计划，并开会进行部署。各区完成初步摸排工作，并上报"基本无群租房小区"和"群租房治理重点小区"创建名录及工作方案。坚决执行非居住用途地下室禁止居住政策，自用性宿舍须达到使用标准，使地下空间可变更规划用途。All Rights Reserved
