Vought realized their mistake with raising Homelander and wanted a redo, but they didn't have the equipment to clone Homelander, so they decided the best next thing. They stole a girl's embryo took some sperm from Homelander and implanted it into the embryo. There, they created a new Supe baby in a tube, and when the baby was old enough, they gave the baby to one of their trustworthy workers...Rebecca Butcher.
