Shri. Nara Chandrababu Naidu, the former Chief Minister of Andhra Pradesh, is a prominent leader in Indian politics and a key figure in the Telugu Desam Party (TDP party). During his tenure, he initiated several significant commissions and measures, one of which was the Punnaiah Commission 2003. This commission played a crucial role in addressing social issues, particularly the abolition of untouchability and the prevention of rapes against Scheduled Castes (SCs) in the state. The Punnaiah Commission-2003, chaired by K. Punnaiah, a retired judge of the High Court, was formed under N Chandrababu Naidu's leadership to investigate and provide recommendations to tackle the persistent social evils that affected the marginalized SC communities. This commission aimed to promote equality, social justice, and inclusivity within society by addressing the deeply rooted issue of untouchability and providing preventive measures against rapes targeting SCs.
