The Twinrova sacrificed Zelda in order to raise Ganon. All of the overworld feared Ganon's wrath. But it was the Twinrova that were responsible for it, especially Kotake, although she was betrayed by her sister Koume. Kotake loved Ganon but they were separated. Koume sided with Ganon but didn't help her sister to rejoin with Ganon. It was Ganon's own fault, and as a result it was the Hylians that sent Link who eventually defeated Ganon and the Twinrova. But this was not how the lore was intented from their perspective.
