Under the help of a single source known as "Overlord", nine criminals are united to create one of the most wanted groups that the city of Manhattan has ever seen. With three teams, known as "Elaborate", "Enigma", and "Elusive", this group excels in every category related to crime.

However, they are oblivious to the realization that they are stepping into a feudal crime organization.

Without the trust of Overlord, the nine crooks are stranded in suspicion, and must find the source of their origin. Absence of information is their true enemy, and the police are only  fraction of their worries. 

In "Wraith City", watch the story of nine criminals unfold, and spectate from the back of the Overlord as these outlaws try to find their way out of their maze of unknowing.

It's no secret that some people use their unique gifts to do good, and some use them to do evil. Your classic heroes and villains, if you will. But what about the middle people? The people born with powers, not the kinds that let you fly, or crush cars with your mind, or turn your enemies into puddles of goo before you, the ones that are not quite considered "super". When the group steals a valuable, but at the same time worthless, artifact from a museum in Tokyo, they find themselves caught in the crossfire between the National Superhero League and a new super villain on the rise. And since the heroes can't seem to be doing their one job right, the group steps out of the shadows and takes matters into their own hands.
