In Heaven, the punishment for an act against God's wishes was to fall. All Angels who disobeyed God would fall all the way to Hell and grow black wings instead of white.
In such an equal and serene environment as Heaven, there should have been no urges commit an immoral act, like theft.
However Emira clearly did not feel the same way when she stole a pearl crystal from the golden statue.
And down to hell she fell.
