The Sludge Villain is captured without any interference, and Izuku instead finds himself catching the attention of the #9 Pro Hero. But things are not as they appear, as Ryukyu seems to have a peculiar interest in him as well as a complex history with his father, and seems to be quite knowledgeable regarding the boy's awakening draconic abilities for some reason. But that might be the least of Izuku's worries as a dangerous new player appears on the scene, one who is disregarding all the unspoken rules between heroes and villains and is bent on spreading as much terror as possible.
