Before heroes became a part of everyday life, before superpowers became the new normal, before quirks, there were unexplained supernatural occurrences. Psychics capable of predicting events they couldn't have known about. Medical miracles that some people believed were magic or acts of god, for they couldn't be explained any other way.
These things have been forgotten by time or written off as earlier examples of quirk users, because anything supernatural can be chalked up to a quirk right?
Quirkless Izuku Midoriya isn't so sure and he's determined to see if there's any truth to the legends and the stories of the past.
If he could learn just one of these powers, then maybe he could be a hero without a quirk?

With nothing left to lose, one might say that killing oneself might be the best option, but what if that doesn't work? Izuku Midoriya, a seemingly quirkless kid, had enough of everything and just want to be done with life forever. Abilities and quirks. It is said that abilities came first. Gifted to superior humans - rare as a diamond in a lower-class purse. Chuuya, a proud member of the sheep, has been taken in by the Hero Public Safety Commission, and under the wing of up-and-rising pro-hero Hawks. It sounds straight out of a fanfiction, some 'runt' being taken in by such a renowned part of the government, but it's not all full of what hopeful on looker such as me and you would imagine.
