In a post-dystopian world ravaged by war, Claire and her younger brother Charlie live in one of the last remaining Northern American cities: Horizon, a place where the past is stifled and pills are used to control mental and physical defects. When a small rebellion deemed these pills and the government as a whole overly controlling, they staged an uprising and gained control, none of them possessing any knowledge on how to run a city.
