The five routes to Samhain

Morgana Stygian, half witch, half siren was sent by the Grand High Witch to send packages to every single wiccan upon this Samhain. There's about 31 witches, mages and wizards combined that will receive a package. At first, she thought it would be a simple task, but the Grand High Witch surprised her by instructing to conceal her witch identity as a human and not perform any witchcraft during her journey to send all the packages.
She must take 5 routes to send out all the packages, but there is 1 problem. They all require witchcraft, how will she do it?
