After centuries of refinement he'd done it. Rimuru created a place entirely separated from the rest of creation. No VOTW, no relation to the Cardinal World, and no limits. This was entirely done as a means of entertainment. Rimuru found Creation enjoyable and it was a  way to spend time with his dearest loved one. Together they forged this place from the ground up.
Deciding it would be enjoyable and a good source of entertainment, along with an escape from perpetual boredom. Rimuru and Ciel went into the place they created.
