Time and space are breaking at random times in random places, and it is the job of the Bureau of Time to fix or contain these anomalies. People who have vanished without a trace were trapped in a pocket of time leaving them stranded in a pocket of time invisible to others, or alternatively secured and either fixed or contained by the Bureau. Whoever is saved by the bureau has their memories of a disturbance in the continuum (space time continuum) removed if the disturbance didn't do that for them already, while fragments of it remain as feelings of Deja Vu.
