In the year 101 the Old king Jaehaerys called upon the great council for guidance on who his throne would pass to. 14 succession claims were heard but only two were truly considered Princess Rhaenys Targaryan, the king's eldest descendant and her younger cousin, Prince Viserys Targaryan, the king's eldest male descendant. It was declared by the council that Viserys would be the heir to the iron throne and that he would become king should Jaehaerys fall. And when Viserys Heir was born his line would rule. But the Prince's wife would not have a son and the babe she was with would be Princess Rhaenyra a girl and the babe after that would also turn out female and would change the fate of the Targaryen house forever.
