Peeta never believed he would be chosen to compete in the Hunger Games, especially not against Katniss Everdeen. He's had a crush on her 'ever since he can remember'. But the true extent of his feelings for her haven't been realised, and initially, Peeta will risk anything to survive- even if that means he'll have to return home without Katniss.
