Your Betrayal

So I decided to delete to all of the parts I have because I keep making BIG changes to them so I decided to just start over. Please be patient and bear with me with the updates. I am handwriting them in a journal and I ALWAYS update as soon as I am done with it!

A girl named Elsie Kirigaya is trying to escape the government, from many countries, because she is being framed for something she didn't do.
Someone, she knows on a personal level, named Kylie Rivers, with a shapeshifting power turned into her. She walked into the government building in Stokton, looked like her, and stole very important documents about certain citizens. Elsie and her friends (Cassadie and Cersie) are tracking her to trap her and turn her in so they can clear her name if Elsie can even do that.
On the side to also possibly find more people like them and convince them it's ok to come out and come to a town they found, a safe haven, called Town of Eden (with the help of Kylie which is why she is stealing the important documents).
Is it even possible to find someone who changes into anyone in the world? Will Elsie's heart be able to put Kylie away? Or will her feelings get in the way and let her go?
