Meet Kiro: a 16 year old boy who's parents were murdered by the government and he is now living alone. He goes to Vanguard High School, and everyone thinks that he is a decent teen. He has good grades, manners, and respect for the government...or so they think.

Their government is known for killing and torturing people who are a threat to the  government, in other words, if they are against its way of handling things. The government has tricked people that by being this way, they can get to peace and tranquility. Then one day Kiro and Mizuki start talking and together they start attacking the government.
