where bloom rivers is the randomised tribute for the hunger games. one person -man or woman - gets chosen at random from any of the districts and for the 74th annual hunger games it just so happened to be the seventeen year old, bloom rivers.
the years before, its was the rest of her family. If the one random person survives when theirs one left out of all the districts tributes, the one is a victor along with the tribute that was initially picked.
