They're nothing but puppets. The victors of the Hunger Games are nothing but a bunch of toys that the Capitol dress up and play with until they get bored. Then they throw them away. Except Artemis. They never forgot about her. They refused to release her from their grasp. Last time that happened she almost collapsed their entire system; she payed for that. Now, they've decided to hold a Quarter Quell and Artemis is thrown back into the games. This time, she refuses to abide by their rules. She's in charge now; it's either play or get played, and she has no intention of being their little puppet any longer.
