Cedric Mintz is from District 14, the only district that isn't allowed to participate in the Hunger Games due to it's only purpose, being ready to repopulate the earth if it is ever necessary. Finally after years and years of not being allowed to participate at the 74th Hunger Games they allow District 14 to enter in one boy. The District only has males and sending in two boys would be unfair to the rest of the districts seeing as most boys in that District have a strong bond and would team up.
