By 2051, the world is in the midst of a water crisis. The sourcing and distribution of freshwater are controlled by private water companies who care only about their profits. Led by three of the most powerful water company executives, a secret organization rumored to be a Water Cabal forms to ensure the members maintain control of the world's water and its price. A China-educated Ghanaian scientist develops a new technology that can purify water at a never-before-known scale. The Water Cabal learns of this new technology through patents filed by the Ghanaian and shared with the Water Cabal by corrupt patent examiners. The Ghanaian, joined by one of the corrupt patent examiners, a stunningly beautiful Swedish scientist, flee to the World Police Force, an institution formed along with a Global Attorney General following a devastating Arab-Israeli nuclear war.
