When the laws of the Games were laid out, they dictated that every twenty-five years the anniversary would be marked by a Quarter Quell. It would call for a glorified version of the Games to make fresh the memory of those killed by the districts' rebellion. In honor of the Second Quater Quell, there will be twice the number of tributes reaped from each district to remind us that for every Capitol citizen, twice the amount of rebels fell in the rebellion... Ladies and gentlemen, welcome to the 50th Hunger Games.

The 100th Annual Hunger Games
What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game.
