One's Justice

This is My Hero Academia but if I wrote it. Starting off with major differences. The hero society will just be built up with only a minimum amount of heroes around the globe, mainly in America, New York City to be exact. Our main hero will still be Midoriya. In this story, having a quirk means you're a mutant, and in this story, it's 80% of society having no quirks, and 20% having one. Society is thrown off balance due to the League of Villains creating a cult around the globe that stands the elimination of all who stand against their leader, which are heroes, quirks, and the government. It is up to Midoriya to make a balance to save everyone!
