Okay so imagine Black Widow had a daughter with Bruce Banner, then that daughter had a kid with Captain America. That child would be the basics of Sam. Sam is a HYDRA experiment with the training of black widow, super soldier serum of Captain America, and the already genetic material for transformation into their own version of the hulk. Sam was given to HYDRA after their birth, their parents had worked with them after all. At the age of 19 the asset known as 19-1-13 was found by SHIELD. As an emotionless shell with the mind of a soldier they learn emotions and learn to control their own generic material. He still can't forgive himself for what he's done during his Winter Solider days. He sees Steve with her and realizes he might be too late and that she might not ever get to be his.
