She was the child of peacekeepers; she was trained to fight, in special schools for them, and even her name was only once in the reaping bowl as she grew, no matter what she did.
People like her would be 12's future peacekeepers, raised and trained on site for generations of their families to be sure they know all there is to know about the district they'll keep in check.

She grew up in 12, in the poorest part of 12.
She'd hunt for her family with her friend and would exchange some wild game with the on-and-off boyfriend she had, son of the baker, or her best friend. Her life was hard.
And so she watched with envy those kids who got fed for nothing, taught to handle themselves so that in the future they could control them.
