Kim JiYong lost his mother a long time ago to a gangster who got off easy due to the injustice and lack of ruling in the Law System. JiYong deciding to have a double life, by day he's a law abiding citizen studying and training to become a police officer in the academy but at night he punishes criminals who've evaded the law.
Along the way he meets another person similar to him who also punishing criminals for the lack of justice given their crimes, also anonymous hidden underneath a fox mask just as skilled if not more in this area. An partnership through punishing crime occurs between the two. Though JiYong doesn't know just how close he will become to this person or the fact he was already close to them from the start.
