Voldemort had then taken over the wizarding world forcing all of Harry's allies to either be captured or run away in fear
Fear reigned in their once beautiful home and draco knew his and Harry's babies would never survive under the darkness of Voldemort so that left him with one option
Give up his children and seportate them
But the question still remains
