After the legal system fell through, the United States decided that after criminals, no matter how big or small got out of prison they would be paired with a person or group of people to be reintroduced into the outside world. Every person or group of people must be tested after one person turns 22. A written test of parenting skills and common sense. an inspection of lifestyle, past files, work and living conditions. The third test is bringing the person under consideration into the foster home for the people out of prison without a placement. They are watched interact with the prisoners.
