It's true, he wasn't normal from the start.
Orihara Izaya is a problem child at a very young age. Therefore he was put into an asylum. Izaya doesn't particularly care if he's put in one or not, ass long as he's able to keep sane. And only Heiwajima Shizuo can help him.
The only problem is why is Izaya in an asylum?
Because he kills, he kills for fun.
