This takes place after the war. Katsuki has been building up courage towards his crush izuku. His freinds have encouraged him to asl the greenette out. The blond disagrees saying izuku will decline has he may not be looking for a relationship after all that happened. Katsuki gets an idea and tells izuku indirectly that he has a crush on someone. Izuku though conflicted because he has a crush on katsuki is supportive of this decision despite his feelings for the blond. Katsuki see's this to surprise izuku with the confession. Even if Midoriya doesn't accept it , the stress,and nervousness of liking him would somewhat wash away. Instead jealousy would arise but he would be fine with that. As long as izuku was happy..
