The story is set in Nijigao City, where nature and civilization are in complete harmony. However in this city lies a secret and evil society known as the Chaosism, where they operate behind-the-scenes.
One day, the protagonist learns of the existence of a certain Kamen Rider who lost his true memories due to his human body modifications from Chaosism.
The main character, given the name "Toya", who has inherited the role of agent from his late father, Professor Kusanagi , by supporting the Kamen Riders, must change the predetermined destinies of 16 Kamen Riders, all of different ages, occupations, beliefs, and self-individuality, and fight to restore their memories.
However, Toya seems not to remember his memory. Can Toya discover his lost memory and unravel the truth? Find out, by reading this book.

Long ago 555 years ago a great disaster stroke Earthland. Nearly all life was destroyed those years ago between the battle of good and evil. This war broke out with dark, evil and unknown creatures that could turn other races dark and evil along with them. Low level and class creatures were killed by normal weapons but Class C and higher were only killed by ten great weapons made so long ago. Those weapons were the Fairies Gifts. Long ago 561 years ago a young Fairy along with the Queen of Fairies and the Queen of Dragons came up with the idea of making the Fairies Gifts, great weapons that could pure and heal the turned people and kill the high class creatures. These weapons were made in a long six year battle with the weapons with the same welders who all joined together in the Fairy Gift team as the weapons had their own thoughts, voices and lifes. The weapons were picky and would chose their welders as they ended up picking all Fairies as their original welders. One second they was winning the war with evil until that great disaster. After 555 years some parts of races like elves, demons, angels, nekos, humans, dragons were able to live the one race that truly got wiped out in that event was the Fairies themselves. Small parts of these races lived. 555 years and six cities were made with powerful magic shields, fighters and mages to protect them.
