M-001 (formerly known as Harry Potter) was abducted by the British branch of Umbrella as a child after the discovered his innate super natural abilities (magic). After infection with the T-Virus he became their ultimate weapon, during the t-virus outbreak he escaped the NEST. The following is how a child with the power to command the undead changes the events of the Raccoon City Incident.
TLDR: Umbrella discovered Harry's magic and gave him powers like Eveline.
