Uraraka is a hero in training, a girl who fights for what she believes in and who will do anything she can to keep the people she cares about safe.
Toga is a villain, one who does not have a moral compass and uses blackmail and murder to get what she wants.
Toga manages to find blackmail on Uraraka, using the leverage to get information for the League of Villains. And a little something for herself too. But to keep Uraraka from just turning them in, Toga started paying her for more information. The more Uraraka helped the league, the less forgivable her actions became.
