Eddie Moreno, also known as "The Chop", is the River City local Chop Shop owner who buys stolen cars for his illegal business from you and multiple other criminals around the city. Having found yourself on the wrong side of the law in a city filled with crime and useless, irritating officers of the RCPD and LCSO fleet, looking for every chance they can get to either arrest or shoot at you. 

Over time however, you find yourself feeling some certain way about him. Was it the sound of his voice and his accent? Was it the muscles and the tattoos? Was it the sunglasses that did it for you? "What exactly is this feeling...?" You find yourself saying. "He's just a criminal acquaintance..."
