The Brat prison is a place designed to take naughty adult who can't manage to live a responsible life, and teach them a lesson in better behavior.
The facility is so top secret that no one has heard of it. Not even rumors have spread about it. It makes sense; they have some strange weaponry. All of which do the impossible. Everything seemed focused on taking care of the inmates as if they were babies, and if they misbehave, they are "encouraged" to comply. Allowing the staff to more actively help them with their daily needs, everything from diaper changes, being fed, taken for strolls to potty training, and rehabilitation to rejoin the outside world.
